I decided to replace the old tutorial with a better version, as I had several people coming to me with problems that the previous one didn't work too well with brown eyes. Hopefully this one will produce better results with eyes of any colour.
The best part is, you can apply as much or as little of this technique as you like, depending on what effect you're going for. If you want to keep your eyes looking somewhat realistic, stick to the advised presets in the tutorial or less. If you want them to stand out more or be more fantasy-looking, increase the presets or apply more with a brush.

Good thing I have Corel Paint Shop Pro XI for this job! And Adobe... sooo what do you use?
The good thing about Corel, is that it takes ALL of that nasty fizzy noise in a picture, out, and makes it look like it's real life in front of you. You should get it. HIGHLY reccomended
